Prof. Colin N. Peiris

ColinProf. Colin N. Peiris, Vice-Chancellor, Horizon Campus, Sri Lanka

After completing M.Sc. and Ph. D. Degrees from the Pennsylvania State University, USA in 1986 he joined the University of Peradeniya, Sri Lanka and served as an academic for 30 years in capacities of a Senior Professor, the Head of a Department, Chairman in various Committees and finally as the Director of the Postgraduate Institute of Agriculture.
In 2004, he was hired by the World Bank as a Quality Assurance Specialist in Sri Lanka and worked until 2011.  During this period he was able to inculcate Quality Assurance into Sri Lankan Universities and reviewed over 400 Institutions, Faculties and Departments. The QAA Council of the University Grants Commission was formed in 2009 and he became the first Director and continued many national and international activities.
In 2007 he was invited to the Director Board of APQN and served for four consecutive terms and also served in the Director Board of INQAAHE for the period 2010 to 2012.
Prof. Colin who has made remarkable national and international contributions to the knowledge and practice of the quality assurance and for championing APQN’s cause of quality, was awarded Quality Champion award for the year 2014 by APQN. Also he was able to receive the best “Training and Support of Reviewers Award 2015″as he was able to train over 400 Reviewers locally and 185 foreign academics internationally from Pakistan, Bangladesh and India. International workshops were conducted by Prof. Colin and he has developed an “Information Package for Reviewers’ Training” for the Asia Pacific Region on assessing quality in higher education.

He has attended numerous international conferences and published many QA articles, supervised several postgraduate students in QA and currently serves as the Vice-Chancellor of the Horizon Campus

Dissolving Boundaries For A Quality Region

The AGM of the Asia Pacific Quality Network (APQN) has endorsed a proposal for the establishment of the Asia-Pacific Quality Register (APQR) as part of its Decennial agenda in 2012. APQR would be a register of external quality assurance agencies (QAAs) that demonstrated certain thresholds of maturity. An independent external review by peers would be the backbone of the APQR.

APQR came into effect from January 2015, and the first meeting of APQR Council was held in Kunming, China during 17‐19 April, 2015. The first formal review for the APQR was conducted for the Fiji Higher Education Commission (FHEC) in Suva during 24-26 June, 2015.
